V 9 aj becoming a sort of speed contest between two commercial developers, each trying to get a major grocery store chain to locate a branch in its shopping center. "1 Foxglove Partnership, the developers of Foxglove Shopping and Commercial Center, have been involved in preliminary work on their project, located on Highway 89, north of Shepherd Lane, for nearly two years. 2 J c. I :.n ' V Michael Bischoff, managing partner, said , the developers are planning to begin con- struction of the center, which will include a condominium complex called Lupine Village, with installation of some utilities this winter and actual work on the i! residential portion to begin in the spring. He said he has been negotiating with major food store chains to find an anchor for the shopping center, but so far has had no firm commitment, in spite of the approval of an inducement resolution for $5 million in industrial revenue bonds from Farmington City, granted six months ago. The lack of a major tenant for the Foxglove development is the latest delay the partnership has encountered. After purchasing property two years ago, the company found it necessary to do extensive drainage work on the soil which has a boggy quality throughout the foothill area. Bischoff feels that the Farmington-Frui- t Heights area can support a shopping center the size of Foxglove, which is planned to include 89,000 square feet of commercial and 11,000 square feet of office space. With the residential growth of this area, we have enough market for a center right now and it will be even better when new homes are built in planned and existing subdivisions, Bischoff said. Bischoff feels the current economic recession is mostly to blame for the lack of interested tenants and the slowdown in home building which has stymied his development. Craig Christensen disagrees. Christensen is president of Ashley Craig and Associates, Inc., a company that is planning a similar shopping center farther north on Highway 89 at 400 North in Fruit Heights, a project that also has its problems. Christensen said he feels his project, called Foothills Plaza, will be able to draw from Farmington, Fruit Heights and Kaysville and has better access than Foxglove. Foothills Plaza has also had some difficulty finding tenants with adequate financing. Fruit Heights cannot back industrial revenue bonds. Further complicating the situation, a group of Fruit Heights residents has filed a lawsuit against the city, trying to block the commercial development with the claim that the citys action in zoning the property for a commercial development should be put to a vote of the populace in a referendum. The importance of commercial development of any kind in Fruit Heights is a question that has sparked heated debate L. trrrrr . He said, without the location of some types of commercial proj:ts in the city, the idea of disincorporation and merger with a larger city would have to be considered. "We are barely providing the services we have now, he said. We dont have any luxuries in the city administration. Christensen said he feels the group opposing his development is a small one and that opposition is not widespread enough to hurt business once the center is constructed. He said other obstacles to the development can also be overcome.
