Lakeside Ite iew, .Nmemlter 20. 1900, Iage .TA Sounds Too Good' Proposal - FARMINGTON A proposal that could return $40,000 to Davis County with no risk and no staff obligations was presented to commissioners Tuesday. Donald E. Brewer, representing the David Griffith, & Associates Accounting Firm from Chicago Illinois, made the presentation and proposal to the commission. He said the biggest problem with his companys proposal was that they make it sound too good and people dont believe them. What he presented to the county was a plan his company could draft that would provide for the reimbursement from the federal government for support services the county furnishes in helping administer some government projects. He said that Davis County could possibly get $40,000 a year in return for the services theyre offering. He said this money is now being paid by the countys taxpayers. Programs he said the county now has which may be eligible included the CETA program and several health service programs. He said that these have proven eligible for the reimbursement for the support services in the past. He said that in order to be able to get City Actions Hinge On Disincorporation the funds, the county must develop a cost allocation plan and that this must be approved by the federal government before the funding can be requested. Brewers proposal to the commission was that they engage his company to prepare the countys cost allocation plan, take it up for government approval, and upon receipt of the money they pay his company their fee. The company would charge the county a fee based on the amount they collect. One half of what they collect, up to a maximum fee of $9,500 would be charged. He also told the council that his company guarantees the county that the fee would not be increased during the second year. Brewer said that the total time period involved from the time that the county decides to engage his company to their getting the first dollars back would be about six months. He said they would need access to the countys records and would have to interview some of the countys personnel over a y period and after that they would complete the work at their own offices. Brewer emphasized that there was no risk to the county and pointed out that they would not be required to put up any front money. He said that Davis County would be used as an example for the accounting firms entry into Utah. He said they have determined there is a need in Utah and that they know the money is there. He said they have presented proposals to several other government units in Utah, but none have given the final goahead at this time.
