Show The Salt Lake Tribune OPINION Sunday,April 27, 1997 Struggle for Democracy In Israel Just Beginning GORENBERG FOR NEWSDAY JERUSALEM — Israel manufactures so much news so constantly that the media and the world audience can easily forget what happened a month or a year ago. But the currentcrisis — set off by police investigators’ recom- mendation to try Prime Minister Benjamin Netanyahu on charges of fraud and breach of trust — must be seen together with the three gunshots of Nov. 4, 1995, as anotheractin the samehigh tragry. Then, Israel lost its elected leader, Prime Minister Yitzhak Rabin, to a killer driven by ideolo- gy and determined to changepolicy by force. And now another prime minister remains under suspicion, althoughheis unlikely to facetrial, for appointing an attorney general at the behestof an ally ontrial for corruption. Together, the events represent a continuing crisis for Israeli democracy. In the assassination, Netanyahu was a supporting actor with an ambiguous role. As leader of the nationalist opposition to Rabin andpeace, hedid not promotevi- olence — but was star speakerat frenzied protests, using rhetoric that fed the angerof hard-liners. He thus remained stained but not implicated. The Labor Party, orphaned by Rabin’s death, narrowly lost last year’s election. tisan post. Underpublic fire, BarOnlasted two days. After three months of investigation, the police concluded that Netanyahu should be charged with pushing the appointment through his Cabinet, knowing it was meantto serve anotherpolitician’s personal needs. The reaction of Netanyahu’s spokesmen was to accuse the police “of trying to depose the prime minister and change history.” The drama reflects two divi- sions in Israeli society. Thefirst, easily seen abroad, is about peace with the Palestinians. The second division is less noticed, but deeper: It runs between Israel's core society and those who consider themselves outsiders. The core — more educated, moreaffluent, mostly secular — tends to support peace. But, equally important, it also provides the main backing for a judiciary as strong as the executive, for weakening the link between state and synagogue, for an open and even adversarial press. Unfortunately, for decades the core has displayed disregard or contempt for the rest of Israel — Jews from Muslim countries, Richard Nixon.
