congress have hare appeared in which he I 1 la a credited with making certain statements statement con berning myself of a most moat grave char actor acter one of the statements published is ib in relation to the bonds bond of which were forfeited when I 1 did not ap pear in court on the of March 1886 awo of those bonds bond of each were not paid but were carried by appeal of my sureties to the U 8 Su supreme ireme court and last spring I 1 succeeded in off effecting euting a compromise by which I 1 was wa relieved for a small consideration from the necessity of paying them concerning this compromise mr rawlins to ia credited with saying it la in whispered that a compromise had bad been eff effected acted and it is said of the bonds were remitted and it has been further said that the relinquishment of the bonds was la in consideration of the mormon vote being given to the republicans 2 after making this statement ft is said that mr rawlins ballins continued what do you think when I 1 tell you that in consideration of his bond being reduced the mormon people are to be sold into the ranks of the republican party ay upon these statements being brought to ray my attention I 1 addressed add reed a note to mr rawlins Baw lins in which I 1 asked him if he had made those ahoe state moots it if he had not I 1 asked that he would be so kind it if he had made any allusion to me upon that occasion to giver give me his bis version of that which he did say in reply to this I 1 have received a letter this morning from froin him aim in which he states 1 I did not charge chang e in my provo breech that la in consideration of the remittance of the you had bad barg bargained alsed away the votes of the mor mon men hoople alho does ply with my request end and state what he did afternoon that I 1 addressed this letter to mr rawlins Baw lins I 1 received from ex governor west an extract from mr rawlins bawling manuscript of the speech which he had prepared for delivery at provo and concerning which the governor says that it was waa furnished by himself mr rawlins Baw line from the original mani manuscript script prepared previous to delivery S that mr rawlins did not stick to his written and memorized speech is very evident if the statements of those who were present at the meeting which he be addressed oan can be relied upon I 1 am informed by a gentleman of high character and unquestioned veracity who was present and who wrote down the words that mr rawlins uttered that he did say my what do you think when I 1 tell you that in consideration of his bond being reduced the mormon people are to be sold old into the ranks of the republican party va this statement written on the spot employs I 1 am assured hia bis exact words taken at the time of delivery it is verbatim st et literatim litera tim and this agrees with other statements which were made by persons person who were present it appears therefore to be a question of veracity between mr rawlins and his hearers and into the discussion of which I 1 need not enter but whether mr rawlins made this statement or not it has gone out as coming from him and it itis is due to the people of utah territory that I 1 should v make some explanation concerning the relinquishment of the bonds I 1 happened to be in washington last laste spring pring and in conversation with high officials I 1 found they felt that a terrible injustice had been done me in the matter of these bonds and one of the gentlemen in whose power it was under the law to recommend a settle ment pointed out to me the way by which it could be done and he and others evinced a willingness to do everything in their power to aid me A settlement was made and not a word was said by any one connected with the business concerning votes for the republican party I 1 am sure that those who know me would not believe me capable of any such conduct as an bargaining votes to bring advantage to myself but in order that there may be no doubt in any mind concerning this I 1 wish to state in the most emphatic and comprehensive manner that there is not the slightest foundation in truth for such a charge it is unqualifiedly and absolutely false in all my associations in washington the e was no transaction that ever gave me so much pleasure as this nut not because of the money consideration and yet that was considerable amounting with interest to about but because of the deep interest that w as taken in the case came by president harri son on and the different members of his cabinet to whose whole knowledge the case came was brought and who had not forgotten my former association with them in the halls balls of congress in the manuscript of the speech which mr rawlins prepared for delivery Y at provo he says bays in my op opinion lidon they the bonds could not have been made so high as to induce him to come up and face the punishment which he expected would be inflicted upon him ap had this expression been uttered by mr rawlins in the heat beat of debate it would not perhaps be worthy of notice although an extraordinary statement under any circumstances from an attorney concerning one who had been his bia client but it was deliberately prepared by y him in in n bial c chamber am or an and without provocation how such language gua gecan can be reconciled as appropriate or professional apart from every other
