Martin Associated Press Writer WASHINGTON, Feb. 11 Consideration ot Democratic Party campaign proposals for , giving Americans more and better foods may have to await the Kennedy Ad- - g e A BROADENING OF the outlets for these foods, it was argued, would in effect kill two birds with one stone provide for greater utilization of a mounting surplus of the livestock feed grains, and feed Americans better. Top priority is being given by the administration to plans for dealing with a grain surplus. Proposals so far look more in the ministrations ac- tion to deal with the grain surplus. The party plat- form, as well as campaign speakers, emphasized the need for putting Mr. Martin direction of cutting down on production of these raw materials for meat, poultry and dairy procU ucts, rather than in the direction of greatly expanded use of them in producing more of these quality protein foods. THE ADMINISTRATION will seek to curtail production by means of a land retirement program designed to take some of the current acreage of corn, barley, oats, and grain sorghums out of production. To help compensate farmers for reducing production, the administration would offer higher price supports on the grains than at present THE COMBINED ACTION of reducing grain production and of raising supports could be expected to have a slowing effect on the current upturn in production of meat animals as well as of poultry. A boost in feed prices usually leads to a leveling off, if not a decline, in production of hogs and poultry and in the feeding of grain to beef as well as dairy cattle unless, of course, there are corresponding increases in the livestock and livestock product prices. IT WILL TAKE some time and quite a lot of study to work out a food program,, channeling more high protein foods to the lower income groups. At present, persons on public welfare rolls are getting donations of surplus foods mostly cereals along with a small quantity ol canned pork and dried eggs. The new program will supplement these items with meat, eggs and some other items not now in surplus. THE ADMINISTRATION is under greater immediate pressure to do something about the grains and the possibility that the surpluses may bring overproduction and low prices in the livestock industry than it is to develop a broadened food program. Nevertheless, many farm ar well as social and political leaders argue that it is wrong to neglect making use of the feed and livestock producing capacity of agriculture as long as millions of Americans are existing on subnormal diets of livestock products. BEFORE FARMERS can be encouraged to make the most of the productive capacity, they must be assured that means have been developed which would channel the meats, poultry and dairy products into use without breaking their prices. Much thought has been given in recent years to food stamp and food allotment programs for accomplishing an upgraded diet for those eating less than necessary PRESIDENT KENNEDY has instructed the Agriculture Department to start a food stamp plan in a few pilot areas, where unemployment is high.
