Show THE SAN JUAN RECCP.D Wednesday December 3, 1986 - Page 3 Prepare for bills that will increase wilderness, congressman advises by Carl Eisemann Wayne Owens, Utah congressman-elect, plans to introduce bills to expand Canyon-land- s National Park and to add significant acreage to Utahs wilderness area, as reported to county commissioners Monday Howard by Congressman Nielson. Nielson said he understands Owens wants to expand Canyonlands from rim to rim so as to exclude any possibility of a repository in Davis Canyon. Nielson believes San Juan. County commission and county residents need to be alert to the implications of such bills, if they are introduced. In other business, the UP&L pays San Juan property taxes of $210,626 San Juan County is the recipient of a check for $210,626.69 this year as Utah Power and Light Company pays its annual property tax bill. The company is paying a total of $30,612,078.35 in Utah property taxes this year, with checks going t6 27 of the states 29 counties. Daggett and Wayne counties are the only counties in which UP&L does not own taxable property. Emery County received almost half of the total amount of property taxes paid this year, $15,082,919.37. About $1.2 million of that figure represents taxes on the companys coal properties. UP&Ls five newest coal-fire- d power generating units also are located in Emery County. UP&Ls taxes, along with payments from other citizens, will help pay for municipal and county services. Additionally, about half of the property tax payment will go to the Uniform School Fund to help support education in the state. The various county officials are being notified that about nine percent of UP&Ls taxes are being paid under protest this year because the company disagrees with the states total assessed value of UP&L property. If the company is successful in its appeal to the State Tax Commission, UP&Ls total tax bill for 1986 would be lowered about $2.7 million. Commissioner Bailey advised that he will be meeting with the architect and engineers on the new safety building and jail complex. He said he has asked the sheriffs office to prepare a written statement of how they plan to staff, operate and control the new facility so that the design will be most effective for daily operation. Commissioner Halliday reported that the road department is considering the establishment of a road service subdistrict in the Alkali Canyon area southeast of Blanding. This would necessitate the purchase of another grade blade, Halliday said. The plan is proposed as part of a program to establish several sub stations throughout the county to provide more effective road maintenance. Commissioner Black suggest- that the road department consider staggered weekly shifts to provide service throughout the week now that road crews are on a four-da- y week. Rick Bailey, aide to the com- missioners, recommended that employees permanent part-tim- e be included in the six percent employee bonus granted last week. Hospital Adminstrator John Fellmeth recommended that all but three health service employees be paid the bonus. The commissioners approved $550 to complete the deck at the county golf course; agreed to contact the state road department about the possibility of developing a turnout lane on 6 at the Ucolo intersection; and, asked the Extension Service and the Weed Control Board to establish written policies governing weed control practices in San Juan County. Meetings on tap for county commissioners are: Wednesday, December 3, Health Board US-66- and Physicians Recruitment Committee, beginning at 6 p.m. at the San Juan Hospital; Monday, December 8, commission meeting, beginning at 10 a.m. at the county courthouse; and, public budget hearing, and, Monday, December 8, public budget hearing, beginning at 6 p.m. in the court room at the county courthouse. Handicapped needs meetings set Public meetings will be held statewide by the Division of Services to the Handicapped to help determine the needs of Utahs handicapped residents. The Divisions Master Plan will be reviewed and any questions the public have will be answered. The meetings will also serve as a means of disseminating information concerning services that are currently available and discuss training school out movement.
