I feel that this is important in light of the issues we have that just might require a bit of outside help. For instance; the Atlas Mill Tailings Pile problem. My personal view has been to tap it in place and provide the necessary protection for ground water and river contamination. In regard to Planning and Zoning I feel these points summarize my goals pertaining to the future growth of Grand County: Avoid down zoning Avoid reducing the property rights associated with any property Have specific, easy to understand standards for all site development and equal treatment of all vide the facilities and services needed to accommodate the pro- jected growth in population and visitation. Also, the costs of providing infrastructure for new development should, to the extent possible, be borne by those who benefit: the developers, owners, and occupants of the project. I will work hard to promote open communication between the council and other groups and agencies. I feel we need to pool our resources, when possible, and plan together in order to more efficiently provide services and amenities in our county. I would like to see that we develop a time line in regard to our Master Plan. I think that this would help us better prioritize our needs and push the sometimes slow wheels of government to completing projects in a more timely manner. There are so many things we would like to see in our community, such as a higher education campus, a new hospital, a nursing home, an improved Seniors Center, a recreation complex, improved water, sewer, and drainage systems, improved roads - state as well as county, and Im sure there is a host of other important needs which are out there. I know all of these areas cannot be funded with our limited resources, but I will work hard on keeping the county fiscally responsible with our tax dollars, so that we can plan for these things in the future without increasing the tax burden on citizens of the county. Grand County Attorney Council District Bill Benge Grand County No. 1 I am running for as County Attorney for three reasons: (1)- 1 love to prosecute. I was the Grand County Attorney and thus I prosecuted for 12 years in the and early 1980s. I thereafter spent 6 years in private practice, primarily representing criminal defendants. Though this practice was challenging and lucrative, I never felt right or good about defending drug dealers, murderers, child abusers, sexual deviants, etc. Therefore I ran for County Attorney in 1992 and in 1994 and am back doing what I love and believe in. (2) I am good at what I do. With 26 years of practicing law and 18 years of experience as County Attorney behind me, I feel that I am at the peak of my prosecutorial skills, and do an excellent job representing the people of Grand County in the courts of our state and nation. (3) I feel that T am making a dif-ference. I feel that we in law enforcement and the criminal justice system are working together better now than in any period in the past 25 years. I feel that my position in that system has aided, and is aiding, in to- this current spirit of ward a common goal. Due to this renewed spirit, we are investigating, Dale Mosher I have enjoyed serving people of Grand County for the the mid-197- past four years. I have served you as chairman of the Southeastern Utah Association of Governments, Utah Association of Counties board of directors, Utah Association of Counties Insurance Mutual board of directors, Utah Association of Counties Lands and Resources board, Utah Association of Counties Health and Human Services board, working with the Utah Association of Counties Legislative Board, National Association of Counties Western Interstate Region Lands and Resources board. I will continue to serve on these boards and any other way that will help Grand County. I am asking for your vote so I can continue to serve. For those of you who don t know me. I have lived in Moab for the last 12 years, owning and operating Up the Creek Campground. I am a mom and have been very involved in the community in a variety of ways. I have been head of the Sand Flats Recreation Area Steering Committee since its inception four years ago. I have been involved in education through outdoor programs as well a? in the scljbpJs, tayeqachedin the youth soccer league. I like talking with and listening to all kinds of people, young and old, as every perspective is valuable. I would like to commit the next four years to serving Grand County. We have some very important issues facing our county in the immediate future. The Atlas tailings pile- - We need to work with the NRC to decide the best possible solution to the ground-watproblem being created by that pile. Some people believe we should turn the Atlas tailings pile into a toxic waste dump right here in Grand County. I believe the tailings pile should be moved, not added to. The Year 2000 (Y2K)- - The County Council needs to take an active role in researching the effects to the next centhat the change-ove- r tury will have on our community. Our Children- - The problem of drugs, crystal meth in particular, is not going to go away on its own. The negative impact it is having on our community needs to be addressed and dealt with more seriously than before. This could happen through more public education and closer working relationships between the agencies involved. The Senior Center- - If the need for the construction of a new Senior Center is firmly and carefully established, then we should build one. The Present Form of Government- I believe the present system of government with a seven-perso- n council is the best way to serve the needs of a diverse community like Moab. We have people from all different walks of life living in our county. To try to adequately and fairly represent everyone with our old system of three commissioners would be impossible. In this election we have an opportunity to truly diversify our council and make it a governing body that serves the needs of all the people of Grand County. : prosecuting, and convicting the , wrongdoers in our county very effectively, without running roughshod over the rights of the individual, and without losing sight of our ultimate mission; that of serving and protecting the citizens of Grand County. We are now at an exciting and challenging time for Grand County. , We in the criminal justice system are wdking harder, and working gether better than ever before. to- We are achieving more criminal convictions than ever before. We are helping scores of our countys children become and remain drug free. We have established the pilot program for rural Utah in the field of Domestic Violence education, intervention, prosecution, and counseling, but we still face monumental problems in those and other areas. Methamphetamine has become a plague throughout the Western U.S. and in our .community. Utah is now ranked as second in the nation in the production of this youth robbing, lethal drug. Our Grand County children are buying, using, and becoming addicted to this drug in record numbers. We must not let this happen. We must not let our guard down. We must fight this plague with every resource we have. We must save our city, county, community, and most importantly, our children, from its ravages! We must educate our children about this ipenace. We must do this by continuing the Dare program in the elementary school and develop similar programs for the Middle and High School students. We must educate the parents of Grand County so they may learn about this drug with their children, and so they may understand the magnitude and symptoms of this problem so they may intervene when necessary. As County Attorney I will continue to aid in this education. Further, for our children who become victims of this drug and are identified by law enforcement or by parental intervention, I will continue to use the power of prosecution and the courts to get these young people into structured sub- stance abuse counseling programs. This, is absolutely necessary to save them. Statistics show that 98 of all methamphetamine addicts will become unless they go through such a program.
