This bill will save our districts tens of thousands of dollars. Creating and chairing the at-lar- ge , State r Representative Keele Johnson I appreciate the opportunity to let your readers know my stand on the issues in this primary election. I believe it would be helpful for voters to know: 1) my background and qualifications for the office, 2) my accomplishments in the legislature the past six years, and 3) my goals for the next term. Background and qualifications for the office: I grew up on a farm east of Monticello and am a lifelong resident of Southeastern Utah. I have deep roots in our magnificent outdoors as well as a great love for the diverse people who make up our communities. I am totally committed to preserving our rural lifestyle while building economic opportunities for our communities. I graduated from BYU with a Bachelors degree and from University of Utah with a Masters degree. I am employed at CEU: San Juan Campus as a director of a program that helps disadvantaged students avoid welfare by enrolling in postsecondary education programs. 1 have 21 years experience in both public and higher education. My wife, Lynnette, is the Reading Specialist for San Juan School District. For the past 21 years I have owned and operated two private businesses: San Juan Computer and Johnsons Spraying Service. My background in the computer business helps me to appreciate the necessity of supporting measures to expand access to technology in rural areas. We need to step up the effort to diversify our local economies. One of my highest priorities is to continue to push for expansion of higher education programs. The building of a college campus in Moab needs to happen. Our public school districts need support to ensure they are treated fairly by the states funding formulas. Working to improve the quality of instruction in our schools is also a high priority. Whatever the outcome of this election, I need to thank you for the privilege of being your representative these past six years. It has been a great honor to represent such fine people. I have enjoyed meeting new people, and forming closer relationships with many of you I already community. Legislative Record: My six years representing Emery, Grand, and San Juan counties have been productive and rewarding. The legislative process is a complicated system of hierarchy. It takes time to not only learn the system, but to make the personal contacts that allow a representative to use the system well. I have worked hard to be placed in positions that allow me to be effective for the people in Southeastern Utah. I am presently the Chairman of the Economic Development Appropriations Committee. This committee assignment is especially important to Southeastern Utah. Economic development is a huge priority of mine. Southeastern Utah is the poorest region in a state that is economically very successful. It is our turn to share in Utahs prosperity. This recent committee appointment places me in a very strategic spot to help turn the focus to our area. I have been a member of the Education Standing Committee for the past six years and will continue in that assignment. I was formerly the vice-chaof that committee, but stepped down to accept the chairmanship of the Economic Development Committee.. I am also a member of the Judiciary Committee and the chairman of the Native American Committee. Some of my accomplishments in the legislature include: First visit of the entire legis American (charged with improving communication between tribes and the State of Utah, thereby avoiding costly litigation). Establishing the Navajo Revitalization Fund. This legislation brings back to Southeastern Utah over a million dollars annually from Aneth oil field severance taxes to improve infrastructure (primarily power and water lines) on the reservation. Passing legislation to establish a Utah Center for Missing Children. Registers Utah on the national computer network for Missing Children. Future Legislative Goals: The proposed transfer of state highways to the counties could be disastrous to our county budgets. We also need to be vigilant to ensure we get our promised share of the new lenges and frustrations of small businessmen. Ten years ago I was elected to Blandings City Council. This was a great opportunity for me to learn about government at a local level. I understand the need to be responsive to the concerns of each local While our district has great needs and challenges, we have great strengths. Our region is extraordinarily beautiful and full of resources Our diverse population is noted for its cultural richness, work ethic, and sense of community. Despite our challenges, we remain one of the brightest spots in the state. I would appreciate your support next Tuesday. To be effective we need to define ours needs, set goals and recognize people are the most valuable resource. We should implement a practical, innovative and resourceful approach to community concerns. A graduate of the University of Utah, I perceive education to be the most valuable opportunity to provide to the people of the state. As a manager for Adult Probation and Parole for Southeastern Utah and after having been involved in law enforcement for several years, I also understand the need to feel safe in our communities. Being a public servant, I recognize government needs to be effective, responsive, and as lean as possible. As a citizen and a tax payer, I understand government should be better not bigger and taxes should be fair and foster savings and investment. Past military experience has taught me the best results are accomplished through strong leadership, teamwork and organization. We need to first strengthen our role in state politics in ways that would increase grassroots participation. Peoples hopes and lives are at stake and those entrusted with these decisions should treat them with the dignity they deserve. Government should serve the public interest and should be lean, honest and staffed by honorable and dedicated public servants. Legislation is as genuine as the people you represent and I will rely on your expertise and knowledge to accomplish our goals. Grand County Council At-Lar- ge seat Susanne Mayberry Thank you for this opportunity to speak to the people of Grand County, and to share my ideas, ambitions and plans in the event that I am elected to the Grand County Council. I am Susanne Mayberry. I grew up in Moab, and attended school here. I married Weldon Mayberry in 1959 and on November 14th, we will be celebrating our 39th wedding anniversary. We raised our family here, and our two children now have children of their own. I have worked for the State of Utah for 29 years. I worked in the Juvenile Court, Aflult Probation and Parole, Social Services, and pres- entlv T nm omnlnvpH hv the now Do- partment of Workforce Services as a Program Specialist. This means that I am involved in the monitoring and development of programs for a new government department. My job gives me a very good opportunity to observe what works in government, how it works, and how to improve it so that it works better. That is what I would like to do as well for Grand County. My goal now is to make our county government work better for all of us. I have also served on committees and boards who are involved with the business of the State, the City and the County. I worked hard to help bring a radio station to our community when there was no local radio service. I am a certified public manager, and hold a certificate in that field. I am prepared to take this job, and do it. MY GOALS AS COUNTY COUNCIL PERSON: Initiate and complete a comprehensive plan with input from all affected parties before allowing any further development on the river County. Develop zoning that meets the needs of people who live here now. I am a profesresisional educator and a dent of Grand County. Thank you for allowing candidates to identify their platforms in The Times Independent during the 1998 election campaign. This is truly a valuable service to our voters, allowing them to make informed choices, resulting in fewer surprises down the road. Diversity of Representation. One of the primary reasons I decided to run is that, with one exception, I see relatively little diversity of opinion or ideas on our current council. In a county with as diverse a population as Grand Countys, this is not acceptable. We specifically changed our form of county government in 1991 to provide enhanced representation for all citizens, to assure that we looked at problems and solutions from more than one angle, and to genuinely and respectfully consider all viewpoints. We are no longer a small out of the way rural Utah community where everyone thinks and acts the fighting and litigating other government entities when there are other solutions that can be derived by consensus building, compromise and partnerships. Grand County taxes should serve Grand County residents. If I am elected, you can be assured that I will not waste our tax dollars. I will look for creative solutions and opportunities to leverage fiscal resources, to eliminate redundancy and promote efficiency. Planning and Zoning. I am a strong believer in planning and zoning. If were going to expend the effort to look ahead and plan for the future, lets follow the guidelines we establish! Does this mean a zone should never be changed? No, it means that changes should be rare exceptions, not the rule. Changes should be shown to clearly benefit all citizens of the county or community, or a vast majonty of the citizens, not a select few. Does this mean I dont believe in private property rights? No, it means I believe in protecting the property rights of all citizens, particularly the citizens who live here now. As society and populations grow, and demands increase on our dwindling resources, someone has to make allocation decisions (i.e., planning and zoning) that are fair to everyone. If Im elected, you can be assured that any vote I cast for a zoning change will be a rare exception, and only after meeting the fundamental guidelines Ive identified above. We need to fundamentally change the way we consider and oversee planning and zoning in Grand County, and eventually everyone can play from a level playing field. Growth and Development. I be- lieve in county government being a partner in attracting and accommo- sustainable growth dating long-terand development. Where possible, new growth and development of commercial and residential lands should be concentrated to defray infrastructure costs. A fair and reasonable share of associated new infrastructure costs should be paid for by resithe developer, not long-terdents. And finally, I strongly believe all growth and development must protect and sustain our greatest assets - red rocks, blue skies, clean rivers, remote backcountry, and rural values. These are the reasons were here, the reasons more people are coming here, and are the assets that provide our communities the primary fuel for our economy and our future. Things have changed significantly and we need to prepare for further change. We need to shape that change with new ideas and methods and not let that change be made by others who do not live here, or who do not value diversity or differing opinions. My belief is that by sitting on the County Council, I can help bring that needed diversity of thought and opinion, and help assure that all ideas, values and opinions are heard and considered before decisions are made. Fiscal Responsibility I am a fiscal conservative. The government up and down the line already takes too much of our hard earned money. I will work to assure our communities have affordable housing, education opportunities, safe and healthy environments, adequate medical service, care for our elderly, and jobs with wages that allow people to take care of themselves. I believe in taking care of people who are trying to help and better themselves, and in providing opportunities to help people develop needed skills and abilities to do so. I believe in providing fundamentally sound and efficient government services for the betterment of our communities, i.e., adequate police and fire protection, public water and sewer works, roads and transportation, recreational programs, etc. I dont believe in funding special services and infrastructure for a select few with no readily apparent benefit to our communities as a whole. I dont believe in sending our county taxes to other areas of the state to fight unwinnable legal battles to make a point. I dont believe in wasting county resources Jim Lewis ' like to thank The for providing the opportunity to explain some of my views. I would like to start by way of a short introduction for those who may not know me. I moved to Moab in 1994 to take over a long vacant position as the physical therapist covering the Moab area. I work for a company called Mountainland Rehabilitation, as the director of rehabilitation services. I have a wonderful wife, who is a very talented campaign manager, sign painter, and mother. We have three children ages 6, 4, and 2. I moved to Moab not just for a job. I came here because I love this area. I am an avid cyclist, and runner. This beautiful area we live in affords my family and me easy access to fantastic recreation sites and a great place to live. I am a member of the Moab Rotary Club, and a volunteer on the Moab Bike Patrol. I enjoy being involved with activities that benefit the community. Grand County has its share of obstacles to overcome. That is why I decided to petition for appointment to the County Council when Councilman Pene moved to Salina. I was very honored to be appointed to the Council, and have had an educational experience, as well as enjoyed the time I have served on the Council.
