State Street SLC, UT Phone concludes that DPS produces two major categories if printing and duplicating cheaper than they can be obtained via the Government Printing Office. Only one category, long run printing, was shown to favor private sector procurement via the GPO. Because DPS has always procured long run printing, it was validated as the source for all DOD document service requirements which utilizes the most cost effective means to accomplish these requirements. To analyze the DPS total workload, the GAO reduced a full year's billing activity into a manageable statistical model reflecting DOD's annual printing and duplicating requirements. These requirements were categorized as either short- - (under $500 per order) and long-ru- n duplicating, or short- - (under $500 per order) and long-ruprinting. Next, the GAO selected "live" DOD jobs which matched those in the sample. DPS produces short-ru10 percent duplicating less than when contracted via GPO. The two sources were essentially equal for long-ru-n duplicating. However, the GAO n se said that in the aggregate, DPS can produce all DOD duplicating about 4 or 5 percent less expensively. The GAO found DPS to be 31 percent less expensive for short-rutraditional printing (negatives and plates). Long-ruprinting was procured from GPO contractors at a savings of 21 percent over DPS Overall, all printing was 10 percent less when procured through n n e. GPO. Defense Printing Service fully supports the GAO's conclusions. In fact, an aggressive effort to downsize and refo-cu- s rt on digital technology is already under way. Furthermore. DPS is rapidly getting out of printing altogether and utilizing GPO as the preferred DOD printing source. More than 3.000 pieces of production equipment have been surplused. and 90 facilities have been closed. Simultaneously, private sector procurement via the GPO continues to rise. The DPS was created April 6. 1992. when fragmented DOD printing facilities were consolidated under the former Navy Publishing and Printing Service. The consolidation generated considerable congressional interest, and DPS has been subjected to almost continuous scrutiny since. Copies of the GAO report.
