Their success was proved over the Christmas and New Year's holidays when there were no alcohol-relate- d incidents for the base. To continue this success during 1986, thrust of the program will be "Prevention" or recognizing signs and symptoms of ineffective behavior and implementing effective personal involvement and leadership to prevent it. Simply stated, signs occur before ineffective behaviors begin. Symptoms occur after ineffective behaviors begin. During 1986, Hill AFB is focusing its efforts on the "before" signs or the "proactive approach." through restrictive motivation after symptoms of ineffective behavior surface. Through proper leadership and positive motivation, symptom development can be prevented. Leaders and managers must assume that "people are their most important resource" and "people skills" used at the proper time, rather than "letter of the law" skills used improperly becomes the prevention effort when dealing with integrity. In addition to individual accountability and integrity for effective Managers and leaders should recog- r ptoms. Such proactive prevention efforts may become the innoculation of reactive treatment programs.
