Annual leave is a benefit all federal employees are entitled to; however, provisions and the Master Labor Agreeof AFR ment state the policy for the use of annual leave. Annual leave is based upon approval by the supervisor. Although the employee's expressed desires and personal convenience are taken into consideration, work load requirements are the main consideration in granting annual leave. Supervisors have the responsibility to ensure mission requirements are met and to counsel all employees who use large amounts of leave which could impact the mission. annu-alleave- A 40-63- 0 Bulletin distribution adequate yKir I never receive the Daily Bulletin in time to apply for the vacancies announced in it. Since there is a problem with timely distribution of the bulletin, would it be possible to extend the open period so everyone will have an opportunity to apply for the positions announced? We have recognized this problem previous- A ly and have taken certain steps to reduce it. Open continuous announcements are made for some positions including general clerical at the lower grades and positions such as equipment specialist requiring special manual screening. Position vacancies are also announced through the Daily Bulletin for special program initiatives such as Mainstream or Program Move. In these cases the announcement remains cell with open for longer periods of time. However, it would be difficult to extend the open period for all positions due to time constraints. Simply extending the time period for the announcement does not work. The primary problem is distribution of the bulletin in the various ALC organizations. Each organization receives copies of the bulletin and it is the responsibility of the supervisor at the organization level to see that bulletins are circulated to employees under his or her supervision. This can enhance the image of the Air Force, and at the same time, enhance the public irnage of Air Force employees in particular and federal employees in general.
