Dean Jeffs, a 43-year-old Provo attorney, has filed candi-dancy candi-dancy for election to the Utah Senate from the new District IS which comprises west Frovo and south and west Orem. In declaring de-claring his candidacy, Mr. Jeffs stated: "I believe the highest function of government is to promote and portect the Individual's, freedom to pursue his legitimate Interests In peace and dignity. . The amount of encroachment on the Individual rights by our various forms of government in recent years has become alarming to me. Regulations Reg-ulations have increased until they are strangling our local businesses bus-inesses and stlffling the growth of our community. The tax burden on the wage earner and property owner continues to grow and enlarge, en-large, at a rate that must be stopped. I believe we must steadfastly stead-fastly maintain the historic balance bal-ance of power between the .branches of government, and that the form established by your Founding Fathers is right, and should be protected. I believe we all need to be willing to devote our services in constant vigilance in order to preserve and protect individual freedoms while legislating to deal with the problems of our day." Mr. Jeffs, who resides in Orem, was born and educated in Provo, having done his undergraduate under-graduate studies at Brigham Young University.
