'...- ' - nterior Department announces advisory council member Interior Secretary Bruce Babbitt and Bureau of Land Management Acting State Director Bill Lamb have announced the news of the newly formed 15-member statewide Resource Advisory Council for BLM-managed public lands in Utah. . The members of the Council, all state residents, represent a diversity of public land interests and users. The councils will advise the Bureau of Land Management and provide recommendations on land management programs and issues. Lamb said, "This is a talented group of Utahns who possess a knowledge of the public lands and a commitment to work together toward collaborative resource decision making. Babbitt's appointments follow the joint recommendation for council membership submitted to him from Governor Leavitt and the Utah office of the BLM, who have been working together over the past three months to come up with a consensus recommendation for Utah's statewide Resource Advisory Council. Appointment of the Resource Advisory Council signifies a fundamental change in the way the BLM will manage lands. Resource Advisory Councils are one of the most important aspects of new grazing regulations that went into effect on Aug. 21. The 'regulations, published in February, were developed through an extensive outreach effort involving 48 hearings throughout the West. Nearly 20,000 letters registering 38,000 comments were read and considered. The councils will meet about four times annually. During the next 18 months, one of their primary tasks will be to help BLM write Savage BUSHRELL HUNTER'S PACKAGE jljj n i y i 4 a i PACKAGE SYNTHETIC RIFLE AND scientifically-based standards for healthy rangelands and related guidelines for managing livestock grazing on public lands. Council members will serve two-year two-year terms. They will serve without compensation but will be reimbursed for travel expenses. Under the new regulations, the councils can form subgroups of local citizens to help examine specific resource needs or questions. Subgroups provide opportunities for other interested citizens to participate constructively in public land management issues. The subgroups will report to the council, which will use the information in making recommendations to BLM. Judges will decide need for grand jury Utah's Grand Jury Statute requires that a panel of judges selected from throughout the state will hold hearings in each judicial district every three years to determine if a grand jury needs to be summoned based upon criminal activity. The Attorney General, a county attorney, or special prosecutor appointed under U.C.A. 77-10a-l can also present evidence to the panel of judges based upon criminal activity to summon a grand jury. The panel of judges will hear in secret all persons claiming information justifying the calling of a grand jury. All persons appearing shall be placed under oath and shall be examined by the panel of judges. The purpose of the hearing is for the judges to receive testimony to determine if reasonable cause exists for calling a grand jury. Persons appearing to testify claiming . information justifying the calling of grand jury should be prepared to give evidence in support of such claims.' In this regard, persons considering appearing to testify should bear in mind that it is not the purpose of the hearing to hear and consider controversies between individual parties. If a grand jury is summoned, . the jurors may be drawn from the state at large or any judicial district within the state. The next grand jury panel is scheduled for Tuesday, Oct. 10, 9 a.m. to 4 p.m. in the second floor conference room at the Third District Court at 451 S. 200 E., Salt Lake City. Individuals who would like to testify before the panel of judges on the scheduled date need to contact either the Clerk of the Court, Craig Ludwig at 535-5114 or D. Mark Jones, District Court Administrator, at 579-3971 at least one week prior to the scheduled date for an appointment. There aren't enough homes for them all...
