Some probably do it. But put it on a sign, and you'll face opposition from the police department. That's what private club owner Art Lafeber is finding find-ing out the hard way. Park City Police Chief Frank Bell determined the name, Stag R Inn, was inappropriate due to its alcohol consumption connotation and he recommended it be changed before the Park City Planning Commission approved a conditional use permit for its operation in the lower level of Z-Place. "We felt the name Stag R Inn implies intoxication . and is unacceptable under state administered rules," Bell said. Utah's Department of Alcoholic Beverage Control does not allow advertising or promotional schemes that encourage over-consumption of alcohol. "To the best of my estimation, the name of the place did not really fit the image of what a liquor-selling establishment is supposed to be under the state code." And, it makes Park City look bad. "We don't want to send a message to the liquor commission com-mission that we are encouraging people to go down there and test their rules," he added. The planning commission disagreed. 'This is Main Street and is supposed to be a fun place to go to," Joe Tesch of the planning commission said at a public hearing on Wednesday, Sept. 13. "I don't have any problem with the name Stag R Inn. This is a fun town and it is a good name." If it were named Stag R Out, there might be a problem, prob-lem, Tesch added, followed by laughter and applause from the audience. "I don't think it's the planning commission's job to decide names," Commissioner Alison Child said. "It's a liquor law issue." The commission approved the conditional use permit per-mit 4 to 1, ousting the requirement to change the name to the satisfaction of the chief of police. "It's almost kind of fun to say 'no' to the liquor commission com-mission on something," Child said jokingly. But Bell's not laughing. "It didn't matter one way or another," Bell said. "It's not for them to decide." . However, representatives of the Stag R Inn on Friday agreed to change the name, Bell said. "Right now it is known as the No Name Inn," until a more appropriate one is found, Lafeber said at the hearing. Planners reset Broken Thumb permit by JENNIFER TOOMER Record guest writer It was three thumbs up from the Park City Planning Commission, just one short of unanimity, for the Broken Thumb's modified conditional condi-tional use permit in a public hearing Wednesday, Sept. 13. Owner Denny Birch said he's earned it. He has closed his restaurant's restau-rant's windows at 9 p.m. daily and spent $5,000 on insulation to muffle the noise level. He has missed potential early-morning breakfast business to comply with 10 p.m to 7 a.m. noise ordinances. His patrons have entered through the back door to reduce traffic along Park Avenue. "These conditions were originally original-ly imposed to mitigate the possible impact of noise and heavy traffic that our history now proves do not exist," he said in a letter to the planning plan-ning commission. All that is about to change for a six-month trial period. Windows facing Park Avenue may be opened for ventilation, as long as the noise level is controlled. Birch will research air conditioners that can help reduce noise and preserve the ' building's historical integrity. The restaurant will operate from 7 a.m. to 10 p.m., opening one hour earlier than before, to accommodate early breakfasters. Patrons may use the Park Avenue entrance as long as a self-closing self-closing device is installed on the door to eliminate excess noise. Although the Park City Police Department received two complaints com-plaints in the past year about the Broken Thumb's after-hours noise, Birch is sure he can live up to his end of the bargain. "If you've ever been in, you know how quiet it is in there," he said. "I can sit at the bar and hear the traffic going by." Burnis Watts, who lives across the street from the restaurant, was out of town for the public hearing. Nevertheless, Commissioner Alison Child voiced his worries about noise and traffic in his behalf. "It looks as if we're going to be heading in a commercial direction in this neighborhood," Watts said in a later interview. "I don't feel too good about it. This will increase the impact of noise and traffic, of course. I don't have any recourse, either." Commissioner Joe Tesch did not vote on the issue, and Bruce Erickson, commission chairman, was excused from the meeting. Child cast the dissenting vote.
