The association's Utah chapter ranked as the second-fastest second-fastest growing chapter right behind the South Africa chapter out of 115 worldwide. world-wide. "We wish all chapters exhibited the growth patterns of progressive areas like Utah," said Michael S. Heron, IABC Executive Board chair. IABC-Utah recruited more than 40 new members last year, and also ranked second world-wide in membership retention, at 90 percent as of June30. Vacationers considering value more Vacationers are increasingly using value as a major factor in their vacation planning, according to one industry expert. Ed Perkins, editor of the Consumer Reports Travel Letter, believes vacationers are becoming more savvy and are learning to recognize a good deal when they see one. "Consumers are becoming better shoppers and are showing little tolerance for flowery promotions with empty promises. Over-promotion Over-promotion can backfire," said Perkins. Some advice for resort owners and managers from Perkins: "Off-season travel offers both great value and less crowding than high seasons. ..this is a winning combination that should be promoted." "Consumers clearly prefer resorts that take the hassle out of the vacation. This holds true from the reservation process, to ease of travel, to the actual vacation experience." The slogan is doubly appropriate, for the inn has captured the spirit of an era, as well as a spirit of the spooky, bump-in-the night variety. But more on that later. First and foremost, the Angel House Inn, 713 Norfolk Ave., is a big, beautiful bed and breakfast, and an enchanting showcase of Victorian-era style and art work. The inn sits at the north end of Norfolk Ave., just in front of the ski resort and overlooking Main Street. The size, Victorian architecture, and classic deep-blue deep-blue color recall an old New England bed and breakfast or Edith Wharton country house. When covered with snow, the Angel House Inn becomes a part of the landscape, the angles of its sprawling roof echoing the mountain slopes behind. The view of the city, and Main Street in particular, is about as good as it gets. But first-time visitors will probably find themselves more interested in what's inside the Angel House than what is without. Reports of a thaw in the public, relations cold war between Utah and,, Colorado ski associations have been premature. Depending on who you talk to, the advertising war actually is heating up, or media reports of Avoiding Ah, retirement! A warmer climate, a condo overlooking the beach, no more yard work no more taxes! Hold it! You may think you have it made in the shade, but retiring to another state may not necessarily bring sunshine to your finances. Before you move, you need to consider several tax and estate planning issues: Source taxes. Just because yo plan to say, "Adios!" to the high-tax high-tax state you live in doesn't mean they'll let you go scot-free. Fifteen states, including high-tax New York and California, have laws that allow them to tax a portion or all of any income non-residents receive from individual retirement accounts, pensions, or tex-deferred retirement plans that non-residents contributed to while living in that state. These are known as source taxes. Not all 15 of those states aggressively tax non-residents or tax all types of retirement income, but more states, hungry for revenue, are expected to follow suit. The decor is very Victorian: lace curtains and throws, floral carpeting and cushions, and ornate, polished woodwork it's easy to appreciate attention to detail in a house with eight bedrooms. There is, however, more light in the place than one might expect in a Victorian mansion, because of the plentiful windows and, Jan says, "lighter colors than the Victorians used, so it's not so gloomy." Strolling through the Angel House, one is struck by the contradictions of the place. It is a massive structure, yet each room has a very intimate feel; and though there is a different color and theme for every bedroom, there is also a striking unity of look and feel throughout. That unity is due in part to the Victorian stylistic elements, but some credit is also due the angel theme which dominates the decor. The angels were Jan's idea she had a huge collection, and they were a favorite theme of Victorian-era artists, too, so there was no shortage of art to choose from during the decorating. Joe, who owns a construction company, did most of the structural work himself. Congress is considering legislation in this area, but before you move, find out your state's source tax policy. Income taxes. Moving to a state with no or low income taxes doesn't necessarily mean you've moved to a tax haven. Florida, for example, has no income tax but does tax the value of your stocks and bonds no small factor for retirees. Some states tax Social Security benefits and pension income or have high sales taxes or high property taxes (or offer no property tax relief for seniors, as some states do). Find out whether the state you're moving to imposes an estate or inheritance tax in addition to what the federal government imposes, and to what . portion of an estate the tax applies. The estate tax threshold for some states is lower than the $600,000 exemption of the federal government. Residency. Home is not where the heart is but where the state decides it is. If you keep your old home or rented apartment after you move to another state, your former state may argue that you're still a resident. New York and some other states may consider you a resident if you spend as little as 30 days per year in your old home. This can have important tax and estate consequences. Understand thoroughly the residency tests for states you spend time in. Wills. If you move, have an attorney in your new home state review your will.
