Dr. Wendell Gibby and Randy Graham both spoke to the council regarding the issue is-sue and their current dispute dis-pute over their respective rights to the property. The mayor, quoting instructions from the city attorney, stated that "anything that the city is doing that impacts the zone (of this property) will need Graham's approval ap-proval or demonstration from Dr. Gibby that the dispute has been settled in his favor." Many of the cities served by the county dispatch center have requested changes to the present system and Ellertson's presentation was to inform the Mapleton Maple-ton City Council about the proposals. The council had questions regarding how the f acil- ity would be funded under the new management. Ellertson El-lertson described dispatch services as a "commodity with fixed costs" and said a decrease in county taxes might offset new taxes assessed as-sessed by the special district dis-trict if it was given taxing authority. The tax would be in the form of a mill levy, or a property tax. This issue is-sue may be brought before voters on the November ballot. The final agenda item . of the evening was a resolution to raise water rates in the city.
