Such a problem could be solved by establishing, an agency issuing identification cards, sponsored by the state or national government. Applicants would have to pay a service charge perhaps $3, the cost of a driver's license. They would have their pictures taken and the same information which appears ap-pears on a driver's license recorded. Students could lobby for such a program. |
