Starr felt the two should be added so Cedar City's negotiating team would be the same as the team representing other southwestern Utah cities. "I think we ought to be united," said Starr. "Negotiations with UP&L is the very next step." Starr, who also serves as president of the Southern Utah Power Federation, said she feels Cedar City should not give the appearance of "rocking the boat" with regards to hindering a united effort to obtain municipal systems. She went on to say she feels the PSC sincerely wants to help Cedar City get into the power business. Approves redevelopment purchase In other action, the Council approved purchase of the Savemore Service Station for $80,000 plus inventory, and a 12-foot strip of land located near Leigh Furniture for $4,670 by Cedar City. The purchases are part of the redevelopment program being undertaken un-dertaken by the City and the newly- acquired areas will probably be used for downtown parking. Earl Hanson, representing Utah Citizens for Tax Reform, was on hand to oppose the purchases. He expressed concern that redevelopment will eventually have to be subsidized by other areas and will result in an increased in-creased tax burden by citizens. Council members didn't agree, though they acknowledged flaws in the tax system throughout the State. Councilman Harold Hiskey said, "We ought to have a City we're proud of." Hiskey said the City must go ahead with their plans as best they can. Other decisions Other decisions made by the Council included . Approving an ordinance regarding restricted parking facilities. The City proposes not to allow people to pour asphalt, concrete, gravel, etc. in front of their homes. Several property owners have done so and then used the ! areas for parking. Granting approval for adding i athletic and health club facilities to HS-1 HS-1 zones. Related to this, they also i rezoned an area on Fir Street to allow a raquetball and health complex to be built there. Cedar City Cedar City's mill levy will remain at it's current level of 23.5 mills for the upcoming fiscal year. The decision was made by the Cedar ; City Council last week. The levy will provide about a 1.5 mill surplus, according to Cedar City Manager Joe Melling. The 1981-82 City budget has no surplus built into it and the excess revenue from taxing will be used to build a needed reserve for road and sewage expenditures. Currently no preventive maintenance There is currently no preventive maintenance budget for the sewage treatment plant, and Council members expressed concern that if a malfunction 1 with the system should occur, it could take months to get new parts. The efficiency ef-ficiency of Cedar City's sewage treatment would suffer considerably if such a breakdown happened. Some of the expected $45,000 surplus, which- will be designated for capital expenditures, will possibly be used to buy parts and motors for the treatment , plant that would be on hand. Road maintenance and construction is another area where excess funds could possibly be applied. Meeting City road needs is a concern to the Council, especially when winter months will be exacting a heavy toll on road quality. The Council felt it unwise to lower the levy as it would have probably had to be raised considerably next year. Also approve power resolution In other matters last week, Council members approved an amended power resolution, adding the names of legal counsel George Fadel and St. George Director of. Electric Utilities Rudger McArthur to the already existing four-man four-man negotiating team. The negotiators would deal with Utah Power & Light for a Cedar City-owned power system. The resolution calls for UP&L to give Cedar City an option to buy the power ' system within its municipal limits, j UP&L was ordered earlier by the Utah , Public Service Commission to offer this option to municipalities if they |
