Show MX plans in holding pattern NEPH1 MX plans are currently in a holding pattern according to Chad Johnson, chairman of the Five-County MX Policy Board. No new policy motions were made by the board in a meeting July 23 in Nephi. Instead business centered upon information in-formation exchanges. Kenneth Olsen, coordinator of the Utah MX Coordination Office, requested Air Force officials provide the Intergovernmental Working Group a copy of proposed construction management plans to aid in impact planning. Olsen said it was impossible to proceed without more pertinent information. Air Force engineer Lt. Colonel William A. Verkest said he would raise the issue with his superiors but had no opinion as to when such information would be provided. Olsen said labor force statistics are also an area of concern to the group because no statistics are currently available in the state. His office is now in the process of making a labor analysis survey by compiling statistics from higher education, vocational schools, commercial training centers and labor unions' lists of apprentices. Olsen iorsees a large demand for operating engineers, iron workers, electricians and carpenters, besides support suppliers. In another matter, a document entitled en-titled "Draft MX A-95 Review Process" was presented to those present. It contains a proposed system which would allow funds needed for impact purposes to be handled in a timely and workable process through the Utah MX working group. The document states that one of the critical problems with a missile deployment system of the magnitude of MX will be the need to identify, detail and plan for facilities and services both in and adjacent to the MX sites. It further states that facilities and services will have the characteristic of needing to be built or implemented within very compressed time frames. Two comments which Olsen received will be incorporated in the document. First that the immediate need for approved segments of plans be recognized and provided to adjacent communities as early as possible; and, secondly, the suggestion that any applications ap-plications for funds which are not eligible for MX funding be kicked back within 30 days to allow for funding requests elsewhere. Olsen also said a complete set of plans of Utah valleys will soon be available. He said two sets will be issued to each county with the purpose of displaying 'one set in county courthouses cour-thouses and one in a county library. These will be donated cost free, but any individual requests for the maps will have to be charged a fee. In other business, copies of a con-- con-- sultant report by John M. Sanger Associates, Inc., consultant, were distributed to members, lt contained a complimentary review of Phase I and Phase II, plus a financial outline for future expenditure guidelines following MX impact. Verkest informed board members that the five day turn around time formerly required by the Air Force for document comments will now be extended ex-tended to thirteen days. Verkest said, "1 wish to plead with : you to get to us what you consider fatal flaws." He added that he was not saying consideration would not be given ' to . other suggestions, but indicated immediate attention could be given to major discrepanices. |
