Block Successful In First House Term Freshman liepres-entative liepres-entative Calvin Black, a former San Juan Counl.v Commissioner, met with moderate success serving in his first session ses-sion of the l!tah legislature. leg-islature. Some of the bills which he sponsored and which were passed were: House Bill 11 which al- ' low s Counties and Cities to do their own road construction projects up to $40 thousand. The former limit was S25 thousand. House bill 20 which changes the allocation procudure of aviation fuel tax. House bill 132 which authorizes the Utah Division Div-ision of Indian Affairs to receive gifts, grants, etc. House bill 266 which allows a County Justice of the Peace to reside within the limits of an incorporated City if one cannot be found without. Rep. Black, along with Representative Garth Jones, also obtained approval ap-proval of a resolution calling upon the Federal Government to keep their committments to the development of Southern Utah including the Kaiparowitz project, the Bullfrog to Glen City road, and other roads. Black was also successful succ-essful in getting an amendment in the Fish and Game Code to make the annual date forfish- ing licenses January 31 rather than April 15. Some of the b ' 1 1 s which Rep. Black introduced intro-duced but lost were: --Two bills which would have permitted Counties to establish all four-Near four-Near terms for County Commissioners, and to district for Commission ' posts. --A measure to prohibit the State Tax Commission Commis-sion from making "windfall profits" from the Counties and Cities 12 local option sales tax. --A bill to establish a State Museum of Indian History and Culture. Rep. Black opposed and voted against several sev-eral measures that w ere passed in the recent session of the legislature. legislat-ure. Some of these bills were: --Legalizing studded tires in Utah next winter win-ter (Rep. Black did succeed suc-ceed in getting an amendment to this bill passed that will charge a tax on the studs of 1 cent or SI. 00 per tire). --The new equalization of the school finance bill which particularly hurts San Juan County taxpayers. taxpay-ers. --A bill to establish a State Department of Veterans Affairs. --Salary increases which were given to elected officials and appointed ap-pointed high salaried people. |
