Ilis bill would: Establish a Glen Cnynon National Recreation Area of "S91.000 acres (340.0 00 in Utah j'and 51.000 in Arizona) en-compassing en-compassing all of Lake Powell Pow-ell with necessary adjust, yments to protect scenic valines val-ines around the lake. This would be administered by the National Park Service. Establish a Canyon Conn-'try Conn-'try National Conservation Ar f?a of nearly 2.2 million acres :.on lands surrounding the jLake. This would be administered admin-istered under multiple-use by sthe Bureau of Land Manage-;'tnent. Manage-;'tnent. Authorize a two-year study if another 2.1 million acres ' for possible later inclusion in Jie conservation area. n Authorize the Utah State "Department of Highways to construct a two-land secon-3ary secon-3ary scenic road from Glen Tanvon Cirv to Bullfrog Bas. In addition to establishing he recreation area. what his bill does basically is to ilirect the Bureau of Land ftlanagement to draw up a unaster plan for the management mana-gement of lands surrounding "lake Powell," Lloyd said. "This management plan will take into consideration all existing ex-isting and potential uses, development de-velopment of resources, and protection of unique scenic areas. 'it gives us time to decide how to manage this area in the best public interest," he said. "Nothing is precluded. Everything will be consider-ed." consider-ed." Rep. Lloyd said he added the language authorizing the state ti construct a road roughly following the north shore of Lake Powell "to open op-en this beautiful area tip for everyone to see and enjoy." He pointed out there would be "about 40 miles of Escalante Escal-ante River Canyon which would be accessible primarily primar-ily to those choosing to visit the area by footpath only." He said there is presently no way to got from Glen Canyon Can-yon dam to Utah marinas on Lake Powell without traveling travel-ing nearly 400 miles on existing ex-isting improved roads. The proposed Lake Powell Parkway Park-way would cut the distance from Glen Canyon City to Bullfrog Basin to about CO miles. "Tin's will not be' a superhighway, super-highway, but rather a scenic two-lane road which will follow fol-low the natural terrain and be in keeping with the environment," en-vironment," Rep. Lloyd said. The road will cross one canyon can-yon the Escalante River canyon at a point where the lake has backed-up in'o the canyon. The Senate passed measi ure. also pending before the parks subcommittee, establishes estab-lishes a national recreation area of 1.3 million acres on the lake and surrounding lands, to be administered by the National Park Service. - An amendment was approved approv-ed in the Senate Interior Committee, after public Hearings Hear-ings had been held, to add nearly 118.000 acres to the Escalante River drainage area ar-ea with the provision that it be studied for potential wild erness designation. |
