He practiced law in Help- ; er I'tah, and "served as ?' deputy county attorney :- before enlisting in the - u s rmv in September of'1917' ' h- He received a direct commission as Second : Lt at Tours, France, - in'october of 1918. He was promoted to 1st Lt. in 1919- J , He volunteered for - senice in World War II, " receiving a commission as a major on June 10, 1943. He was appointed ; a lieutenant colonel on . Dec. 20, 1945 and was discharged on Feb. 9, 1946. ; His decorations and citations included the European African Middle Eastern Campaign Medal with 5 Bronze Stars and the World War II Victory Medal. He was a member of ; the Utah State Bar Assn., the California Bar Assn. and the American Bar Assn. He served two terms as county attorney of ; Carbon County. He also served as city attorney of Helper, Price and - Huntington. In his 13 - years as a judge, he was particularly proud of the : fact that only 23 of his decisions were appealed to the State Supreme - 'Court, only one overruled over-ruled and two other criticized crit-icized but not changed. He was a life -long - member of the Republican Republic-an Party and was very - active in party affairs : in Carbon County. He ' was elected as a delegate to the National Republican Republic-an Convention which selected se-lected Wendell Willkie to run for the office of President. He is survived by his widow, Clara Kimball Ruggeri; one son, Robert Henry Ruggeri, a Moab attorney; one daughter, Mrs. William A. Blair of Pasadena, Calif., and four grandchildren. He also leaves two brothers, Dr. Charles Ruggeri, Jr. and Dr. James Frank Ruggeri of f Price and a sister, Mrs. , Paul Jeanne of Mount Vernon, New York. Funeral services were to be held at 11 a.m. Wednesday, May 30, at JheElk's Lodge in Price. w Judge Ruggeri Burial was in the Helper City Cemetery under the direction of the Mitchell Funeral Home in Price. |
