It's principal asset' is that it allows-, maximum recreational opportunity op-portunity to the sporting, public. Translated into our Utah situation it will al- " low those hunters to hunt elk - who might otherwise never have the opportunity to do so under our con-vential con-vential application and permit drawing procedure In "selling" the hunt on its recreational opportunities, opportuni-ties, we point out that it is equally important to: make the "hunting" public understand that hunter sue. cess, will be low, probably not exceeding 10 per cent The bull elk is a smart and crafty animal. Under what conditions may a hunter acquire an Open Bull Hunt Permit? ' 1. He must not have possessed pos-sessed an elk permit in 1963, 1964, 1965 or 1966 (this is the law). 2. He must possess a 1967 combination Fishing and Hunting License or Deer Hunting License at the time the application is made. 3. He or she must be 16 years old or over. . 4. Application will be made IN PERSON ONLY at any one of our Regional Offices or the Salt Lake Office. 5. The individual will mike application on a form provided by the Department. Depart-ment. This form will also serve as an affidavit for the applicants' eligibility and will confirm that he-can he-can expect a low success. 6, The. applicant will submit 15 in cash or money order (no personal checks will be accepted) at the time of the.. application. applica-tion. This minimum fee is set by .law.. The. .Open- BuJi-Permit BuJi-Permit will be mailed to the hunter prior t-o- the hunt which is September 30 - October 15th. . If a person has. an ,Qpen Bull permit this year, -hea can he apply-.for -another elk permit? By law he cannot apply 'for- 5 years (1972) for any type of elk hunt regardless of whether or not he Bags an elk this year. 'Where can the successful success-ful Open BuJl Permittee ' Hunt? He may hunt on any of the Manti area or the Uinta Mountains,, which includes the ' Bear River-Hole in the Rock Unit, the Ashley Daggett, the Ashley Vernal, the Ashley-White Rocks and the newly established Ashley-Yellowstone Unit. ' When can people apply for an Open Bull Permit? Administrative details concerning con-cerning the hunts will be worked out ' within the next few days, our best guess at this time is that applications cannot be made before July 17th. This Will be before the reg ular" elk applications are, accepted. The closing daie to purchase an Open Bull . permit will be prior to the regular elk drawing; thus the person will have to make up his mind ahead of time whether he wants . an Open Bull permit or whether he will apply for a permit on a drawing basis. Will there be any either' sex or cow permits issued this year on these units in addition to the Apen Bull permits? NO,. ' there WILL NOT be any. other; type of permits on the regular reg-ular hunt of Sept. 30 Oct. 15th. There are few -either sex permits set up on a ' conditional basis on the Manti and the White Rocks Units. These would be used; in small localized areas IF range problems" developed in .a. post season seas-on situation, -Undoubtedly, . we have not answered all of the questions; we" trust 'we have shed some ' light on the - more common ones.: The forthcoming proclamation proclama-tion should answer any additional. questions. ...
