We think the idea ia more to the credit of the late James G. Blaine than anyone else. His thought 'was that, instead of having a tariff wall against a country like Brasil, it would be better if an arrangement could be made with that country by which she would re-reive, re-reive, duty free, such products as ahe has to buy. and we in return would receive duty free such products as Braxil has an abundance of. For inat in-at ance, Brazil wants a great amount of aalt pork and beef, canned meats, salted fish, flour and meal of all kinds, iron and steeL agricultural implements imple-ments and household furniture, while on the other hand the United Statea buys a great deal of coffee, cof-fee, sugar, rubber, cocoa, Brazilian hard woods and many other tropical producta. and Mr. Blaine 'a thought was that it waa all foolishness to make Brazil pay customs duties on thoae articles when they reach our. market, and in the aame way to make the United Statea pay customs duties on the . producta which we send to her and which under present conditions aha cannot herself produce.
