GERMAN CARDINALS ' WILL BEINCLUDED Are to Receive Red Hat at Con i story j ROMK, Keb. 12 Two new Germaft 'cardinals will be In Rome at the com- ing conmistory to receive the red hat. while Monnignor Uagonesi. apostolic nunclon at Madrid, together with two other new Spanish cardinals, will remain re-main in Spain, as the king of Spain is entitled to confer on them the scarlet biretta, which will be taken there. These cardinals will come to Rome to attend a later conalstory and receive tte red hat from the pope. It in remarked here that except In' the case- of Monsignor Ragone!, who will leave the nunclal-ture and rome to Rome before the end of the year, the pope will create no new cardinal of ' the curia, or resident at Rome, a the pope must support the members of the sacred college attached to the Roman curia, paytng them about 22.000 lire yearly.
