Show ROOSEVELT CALLS FOR PROGRAM TO PROTECT ENERGY RESOURCES Broad Planning Move Urged on Congress in Plea for .. . Prudent Use of Fuels, Water Power WASHINGTON, Feb. IS (AP) President Roosevelt submitted to congress for its consideration today a national resources committee com-mittee report proposing policies, investigations and legislation to carry forward a broad national program for the "prudent utilization utiliza-tion and conservation of the nation's energy resources." In a special message the presldsnt said national policies concerning coal, oil, gas and water power "must recognize the availability of all of them," Instead of prescribing separata sep-arata policies for sach. "Some federal legislation affecting affect-ing the energy resource will expire at the end of this fiscal year, other legislation at the end of a few more years," Mr. Roosevelt said. "This report sets forth a useful frame of reference for legislative programs affecting thess resources and illustrates illus-trates another approach to th systematic sys-tematic husbandry of our natural resources. Specific recommendations recommenda-tions are advanced for solution of th most pressing problem."
