Japan'i military ' force In Manchuria will begin a drive against Chlneaa troop for the conquest of Jehol province soon, the war oftic indicated in a statement today. Although there was no definite indication in-dication of when the campaign would get under way, th native language press believed it would be only a few days. The statement Implied that Jap-, Jap-, anese action against the Chinese in Jehol could not be considered a warlike war-like move, as Japan will be helping Manchukuo "restore order" in Jehol, which Japan considers iart of Man- I churia and not of China. The Jap anese activities will be treated as "policing" th province and protecting protect-ing residents against alleged Chinese depredations. It waa indicated that the "police work" of cleaning up would be similar sim-ilar to the tactics used In th three northern provinces, now formed into 1 ' th "Independent state" of Manchukuo. Jap-anese. Jehol. the war office said, is a part of Manchuria, while Shanhaikwan Shan-haikwan is a part of China. Th statement did not reveal Just ' when th military .activities might begin. China has never conceded that Jehol is part of Manchuria or of Manchukuo. Man-chukuo. The latter "independent state" is regarded as three provinces in rebellion.
