Show GUESSING CONTESTS ' TO BE REGULATED WASHINGTON, Nor. 30.Postmaster General Wynne last night gave out the following official statement: v "For a number of years the Postofflce department has admitted to the malls advertisements ad-vertisements and other matter concerning so-called 'guessing contests.' The question ques-tion of whether or not these schemes are lotteries has been several times presented to ' the -. Attorney-General, who held that they were not lotteries within the meaning mean-ing of the postal lottery act. "In view of two recent cases In which the Supreme eourt, and the New Tork Court of Appeals rendered opinions, the Pcstmaster-General felt warranted in again submitting the question to the Attorney-General. Following the opinions in these cases, the Attorney-General holds that the schemes are lotteries. "It is therefor incumbent upon the Postofflce department to enforce the law under which the Postmaster-General is authorized, upon evidence satisfactory to him that any person or company is engaged en-gaged In conducting a lottery or other scheme for the distribution of money or chance, to issue an order that all mall addressed to such person or company be re-turned stamped 'fraudulent.' "As a number of legitimate enterprises have adopted these estimating or guessing guess-ing contests as a means of advertising, end in view of the admission to the malls of matter pertaining to ..these contests within the last few years, the elimination of these schemes from the malls cannot be made immediately absolute. If such a scheme has ever been entered upon in good faith, the department will not Issue an order that will seriously Injure a legitimate le-gitimate business. Each case will be handled han-dled separately, and no scheme which Involves In-volves the plsn ruled against, by the Attorney-General will hereafter be allowed to commence operations." |
