Show ROOSEVELT TOUCHES TARIFF AMD FINANCE IN HIS BANQUET SPEECH i SAN FRANCISCO. May 15. President Roosevelt was banqueted ' last night at the j Palace hotel- by the citl- zens committee. The dining-room was a marvel of beauty, being decorated with thousands of Irises and. Beauty of Glanenwood roses. The many tables were arranged to seat thirty-six persons per-sons each, except the table of the honored hon-ored guest, which ran the entire length of the north side of the room, and to which the others were placed at right angles. . Immediately back of the President's chair was draped the Presidential flag which had been sent over from the Mare Island navy yard. To the right of Chairman M. H. De Young sat the President. Gov. Pardee. Secretary Loeb, British Admiral Blckford, Dr. Rlxey, Admiral Kempft and Dr. Butler. But-ler. On the left were Secretary Moody, Mayor Schmits, Senator Perkins, Assistant As-sistant Secretary Barnes, Gen. Mac-Arthur Mac-Arthur and Dr. Wheeler. . "The President and Hia Alma Mater," Fairfax Wheelan. In responding to the toast "Our Guest's Reply," the President spoke as foUows: "I thank the clUsens of the Golden State for their greeting. I reiolce with you on the prosperity of California and that prosperity isbut part of the prosperity prosperi-ty of the whole Union. Speaking broadly, prosperity must of neoeaeity come to all of us or to none of us. Of course, there fire sporadic exceptions, Individual and oral. Doubtless as our needs shift it will be necessary to reapply In Its detail this system so as to meet these shifting needs; but it would certainly seem from the standpoint of our business Interests most unwise to abandon the general policy of the system under which our success has been so signal. "In financial matters we sre to be congratulated con-gratulated upon having definitely determined deter-mined that our currency system should rest upon a gold basis.' for to follow any other course would have meant disaster so widespread that It would be difficult to overestimate It There Is, however, unquestionably un-questionably need of enacting further financial legislation so as to provide for greater elasticity In our currency system. At present there are certain seasons during dur-ing which the rigidity of our currency system causes a stringency which is very unfortunate In Its effects. "The last Congress In Its wisdom took up and disposed of matters of vital moment, mo-ment, auch as those dealing with the regulation reg-ulation and supervision of the great corporations cor-porations commonly known as trusts, with securing In effective fashion the abolition or rebates by transportation companies; that is. with securing fair play as between' the big man and the little man In getting their products to market and Initiating the national system of Irrigation. So. in my Judgment, the Congress that Is to assemble as-semble next fall should take up and dispose dis-pose of the pressing questions relating to banking and currency. I believe that such action will be taken and I am sure that it puB-ht to be taken.
