LIBEL BILL IS SIGNED BY GOV. PENNYPACXER. HARRISBURG, May 13.-Gov. Penny, packer approved the Grady-Salus libel bill today, and at the same time issued a long statement giving the reasons for his action. The bill, which was in the Governor's Gover-nor's hands for more than a month, goes into effect Immediately and repeals all laws or parts of laws inconsistent with the new act. The Governor says In his statement that the questions raised by the bill are of very grave importance and affect large business Interests for the freedom of speech and the press, the right of the citisen to be Informed concerning current affairs and the conduct of government, as well as his right to protect his reputation reputa-tion and home from the Injuries that rise from careless or negligent as well as malicious ma-licious false report.
