When the Charleston earthquake left the city desolate and' in extreme confusion, the Federal authorities urged the authorities of Charleston to accept the aid of a detachment de-tachment of the regular army to help restore order, but that proposition was looked upon as something which, if accepted, would be worse than a second earthquake. . The idea of Federal soldiers invading the sacred streets of the city where secession was born was too much, and the offer was declined. But within an hour after the San Francisco crash Gen. Funston was on hand with his regulars, and all agree that the bluecoats were the salvation of the people in the terrible terri-ble days and nights that succeeded. After a few days Gen. Greely reached the city and took up the work which Gen. Funston had Inaugurated and with superb ability was carrying on. The action of the officers and soldiers was an object-lesson object-lesson and Inspiration to the people. They saw what discipline dis-cipline and scientific training does for men, when it is necessary ne-cessary to move in a mighty emergency in a way to bring order out of chaos and beat back the evil passions that a calamity awakens in the breaks of base and reckless soula Now Gen. Greely has given notice that the troops will be withdrawn July 1 and all the decent classes of citizens are petitioning that the order be rescinded.
