ON SCALPERS' CASES .- Arguments were heard this morning morn-ing in United States court in the suit brought by the eDnver tc Rio Grande Railway company and the Oregon Short Line company to enjoin the cut-rate cut-rate ticket brokers of the city from selling tickets, and that a permanent injunction be Issued. P. L. Williams, counsel for the Oregon Ore-gon Short Line, appeared in behalf of that road and made the arguments before be-fore the court
