L Survey Proposes Formation Of Generalized Police Patrol Editors Editor's Note This is the eighth in a series of articles dealin dealing dealing deal deal- in ing with a Salt Lake municipal survey suney report of the Public Administration Administration Administration Ad Ad- ministration Sen Service ice Chica Chicago o. o A survey by the Public Administration Administration Administration Admin Admin- Service of Chicago made here last spring resulted in a re report report re- re port porty py by P PAS A S experts that the present structure of the Salt Lake police department fails to recognize at least one basic principle principle prin principle prin- prin ciple upon which a modern police organization should be built The report said With prevention of crime and protection of lives and property headlining the responsibilities of ofa a police department emphasis should be placed upon providing an extensive generalized patrol service service Suggests Larger Staff Stall Such a service can best be accomplished by assigning as many men as can be made available available available avail avail- able to patrol duty and establishing establish establish- ing as many and as small patrol districts as possible A generalized generalized general general- patrol service does not now exist in the Salt Lake City police department principally because of division of responsibility for providing providing providing pro pro- viding police patrol services among several units of the department department department depart depart- ment and existence of overly large investigative divisions The survey recommended led that thata a new patrol division of 71 men be created to f function throughout through through- out the 24 hours of each day with Staggered assignments The patrol division would carry carryon on traffic enforcement as well as other enforcement work and would include both foot and motorized motorized motorized motor motor- patrols The police department under the P PAS A S plan would include nine cone divisions Chiefs Chief's s office patrol traffic detective crime prevention records and communication communication communication cation jail and maintenance Assignment of Personnel Personnel would be assigned as follows Chiefs Chief's office seven men patrol 71 traffic 21 detective 16 four crime prevention prevention tion seven records and communication communication communication cation 18 to 22 jail nine maintenance maintenance nance three The report said it would be advisable advisable advisable ad ad- to name two tw deputy chiefs of police responsible to the chief to lighten the supervisory burden placed upon the chief To maintain proper the report said addition of six police automobiles s will be sary The report held th that at traffic control should not suffer under the plan since the new new patrol division division division divi divi- sion of 71 men would work in m traffic as well as a traffic division division division divi divi- sion of 21 men Next t The fire department i I |
