It was pajssod by large majorities in both House ami Senate. Sen-ate. It was passed in the public (rood which definitely includes the best interests of both labor and management. Contpvss Took its responsibilities responsibili-ties with the utmost seriousness. The labor committees in both houses hous-es listened to many witnesses the chief voices in organized labor, spokesmen for management, labor arbitrators, plain citizens, professors profes-sors from universities, and union members from factories. The Committees listened. They asked questions. They did extensive exten-sive research. In the committee and in both halls of Congress there were months of discussion. Out Of This American process emerged a measure which is neither neith-er pro-labor nor pro-industry, but wholly pro-public. It didn't contain con-tain certain provisions that the National Na-tional Association of Manufacturers Manufactur-ers fought for. And it did contain certain provisions which the lead- ers of organized labor fought against. But There Was Not one provi sion in the bill which was not -I scrupulously fair to all. And there 'i was not a single provision that was ' not for the public good. Actually, The Code set up by the bill does only four things: (1) It restores fairness and equality to collective bargaining; (2) It seeks to protect the rights of the individual worker against coetr cion from any source; (3) It puts a curb on the excesses of union v leadership; (4) It prevents Communists Com-munists from taking over the active ac-tive leadership of unions. No Law In Itself can prevent all e industrial unrest, but the Ameri-can Ameri-can people expect labor and management man-agement to stop disrupting economy. econ-omy.
