Show Commissioner W. A. Engle and County Road Superintendent J. f. Phelan came after a two-month investigation by Gibson and a special spe-cial investigator. Phalen was charged with altering alter-ing records to show a greater consumption con-sumption of gasoline by county machinery than was actually used and with using public trucks for private purposes.
