' i SALT LAKE CITY, March 13 , (IU;i In a final 23-hour session, the ; Utah legislature adjourned Sunday-after Sunday-after passing an emergency unemployment unem-ployment relief measure, containing contain-ing a general retail sales tax plan. 1 Tne 'bill provides for a three-fourths three-fourths of one per cent tax on all retail sales. It 'is estimated to produce between $500,000 and .$700,-000 .$700,-000 annually. , For five hours' the two houses were deadlocked' but differences were ironed out at a conference between House and senate leaders and Gov. Henry H. Blood. Finally the legislates abandoned efforts to adjourn and agreed to the governor gov-ernor demand that the session continue con-tinue vintil the relief measure was passed. During the session the house introduced in-troduced 221 bills and the senate 143. Honors were even, !hcwever, in the number of measures reaching reach-ing the governor's desk, each house furnished 60, for a grand total of 120 bills passed. Highlights of legislation include a "dictator bill," giving the governor gover-nor absolute power over the budget, bud-get, a bill giving the governor the right to calt business andt banking holidays and the unemployment relief re-lief measure.
