Show LACK OF UNIFORM RULES RESTRICTING FUEL USE CHARGED WASHINGTON. Dec. 4. Complaints of the lack of uniformity in the local application appli-cation of coal rationing orders brought out by Fuel Administrator Garfield's appeal ap-peal to the country, reached fuel headquarters head-quarters today from several sections. Middle western states and cities, particularly par-ticularly Chicago, were insistent that the same drastic restrictions apply in the New England and eastern states as are effective In the central region. Production reports were viewed as en-.-ourueing. both in official circles and among operators' representatives meeting hrrc to consider , the policy emplovers should adopt in coping with the coal miners' min-ers' strike. It was said semiofficially that an upward tendency had been noted during the last two clays.
