Show OIL LEGISLATION BY MEXICO TO BE SLOW MEXICO CPTY. Wednesday. Sept. T4. The possibility that the Mexican senate would act quickly on oil legislation became be-came uncertain today as a result of the session cf the upper house of congress. Senator Juan Frias. one of the authors of the bill being considered by the senate, sen-ate, began the discussion for the measure, but Carlos Zetina offered a proposal for the amendment of article 27 of the constitution, con-stitution, which article naturalises oil lands. The measure backed by Sen or Frias and his faction in the senate makes article 27 operative without being retroactive, retro-active, thus meeting the principal objection ob-jection of foreign interests. The motion of Senor Zetina, it is believed, be-lieved, will entail weeks of discussion. While the senate has taken up the oil question, the chamber of deputies has thus far failed to touch upon the oil propcsAls submitted by the executive branch of the government last November, Novem-ber, against provisions of which foreign oil interests have made strenuous ejections. |
