Important concessions were made by President Carranza today in issuing a decree amending the reclamation law. Briefly, they are as follows; Claims for damages may be presented, not only for losses during the recent two j revolutions ending with the installation ' of the present government, May l, 1917, but for those sustained since then in various regions where revolts are still smouldering. I ia mages by rebels or outlaws to persons per-sons or property subject to reclamation, when such damage is found to be the result of negligence on ihe part of constituted con-stituted authority. A commission on indemnification will adopt any means of proof, "humanly reasonable."" rea-sonable."" The claim commission can consider con-sider all cases, but the president has the right to arrange conventions with any foreign power for a mixed commission tc handle' claims of citizens of that power. : Claims bv railread companies and other I pub!1-- utilities taken over by the covern- lvent between the companies and the sec-retarv sec-retarv of the treasury. The claims resulting result-ing from death or injury will be paid im-mediatclv im-mediatclv upon approval by the president. The federal claims commission will cease receiv ing claims anv -time when at the end of three months no claim has I been presented, being dissolved when it finishes conideraton o: cases already filed. Claim. not acted upon may be presented pre-sented to the treasury department if the claimant chooses the administrative instead in-stead nf the diplomatic method. The most important amendment, it is considered, is that relative to the president's power to arrange conventions for mixed commissions commis-sions vith foreign powers. |
