Show SHARP REPLY if EllEIJlllAIIA Will Not Be Permitted to Sign Austrian Treaty With Reservations. PARLS. Sept. 8. The supreme council of the peace conference today informed Rumania that she must sign the peace treaty witn Austria without reservation reserva-tion or abstain altogether from signing. The Rumanian peace delegation has not yet reached a decision In the matter. The Rumanian delegation has stmt a note to the peace conference declaring that its Intention was to sign the Austrian Aus-trian treaty with reservations. The supreme council this morning took the Rumanian note under consideration. It appears unlikely that such a signature will be permitted. Premier Clemenceau presided at the council meeting which also discussed the German reply to the aliW demand for suppression of article 61 of the German Ger-man constitution providing for Austrian representation In the German parliament. parlia-ment. The discussion of this subject was not completed today. The council will take ft up again tomorrow. While the council probably will spend several days on the reply to the German note before completing it, it is considered certain that the answer will be extremely firm in tone, taking the position that Germany is violating the treaty before . It becomes effective, thereby rendering It impossible for the allies to ratify it. Considerable differences of opinion are known to have existed among supreme council members regarding action to be taken on the German note, some members mem-bers favoring the ignoring of the German reply to the allied communication on the ground that the reply was evasive, and proceeding further into Germany, should Germans fail to indicate a willingness willing-ness to alter their constitution. This view, however, was overruled and a reply to the' Germans probably will be sent short ly, possibly tomorrow. Should the Germans desire an extension of the time beyond the day fixed, September Sep-tember IT, to effect the change in tlie constitution demanded, the extension is likely to be granted. |
