Trie strike vote is the climax of a controversy between the patrolmen and I Commissioner Curtis over the forraa-' forraa-' tion of the union. Several weeks ago the police commissioner promulgated an order that the members of the force , should not become affiliated with any outside organization. Immediately afterward af-terward ttj patrolmen formed the policemen's po-licemen's union, which was granted a charter by the American Federation of Labor. Commissioner Curtis brought charges " against nineteen, officers and members i of the union of having violated his or- , 6V?r. At the request of counsel for the union, the commissioner himself conducted con-ducted the trial of these men. The commissioner announced today that he had found the men guilty of I having violated a rule of the depart-I depart-I ment.
