Show PRESIDENT SAID TO HAVE ANOTHER PLAN AFFECTING THE RUSS By Universal Service. WASHINGTON, March 14. President Wilson, it was reported here tod a v. has another project affecting the Russian problems ready for submission to the peace conference in Paris, which, it is said, does not differ materially from his former proposal for a conference of Russian Rus-sian factions at Princes Islands, which has not materialized. In official Quarters today it was said that the peace conference had been awaiting Mr. Wilson's return in order to resume consideration of the Russian problems, prob-lems, which was abrupt! v broken off after failure of the Princes' Islands proposal. pro-posal. It Is understood here that President Presi-dent Wilson, when he left Parts for the United States, expected thnt before his return to tho conference the delegates representing tho United States and the allied powers at the Russian conference would have ready for submission to the president and premiers in Paris a report containing recommendations for a definite defi-nite Russian policy.
