Show SAYS SHIPYARD SHORTAGE IS DUE TO ARMY DRAFT WASHINGTON". Feb. 14. J. A. Franklin, Frank-lin, president of the Boilermakers' and Iron Shipbuilders' International union, today told the senate commerce committee commit-tee the shortage of workers at shipyards is due to the drafting of skilled workers into the army and the. failure of contractors con-tractors and government representatives to have jobs ready for men when they report for duty. Mr. Franklin declared the responsibility for the shorta.ge- should not be placed on the men, because in ail parts of the country coun-try they are willing to respond to the government's call.
