W A 8 1 H X ( IT O X , July 14. Kver y shipbuilding plant in the United States will be federalized within a week if the programme announced lody by Ceneral Ueorge W. Goethals, general manager of the emergency lleet corporation, cor-poration, is adopted. General Goethals proposes to place government inspectors in charge of every yard in the country coun-try and requisition for the use of the government every steel merchant ship now in course of construction. It is expected that through this method of procedure the production of ships, especially steel, will be accelerated acceler-ated by more than ;3U per cent. It is known that the shipping board will offer no obstacle to General Goethals' programme, although final settlement is dependent upon the sanction of the emergency fleet corporation, of which Chairman William Donman of the shipping ship-ping board and the other members are directors. The new programme does not contemplate contem-plate the seizure of any ships under construction for the navy department or for any other department of the government, gov-ernment, or any repair work under way for any department of the government. Means to Be Employed. General Goethals states thnt the programme pro-gramme of construction must be Hastened by the following means: j 1. By the addition of overtime labor, : 2. By proceeding to additional' labor shifts as" soon ns may be. 3. By the elimination of non-essential refinements of construction and equipment. In pursuance of such a programme General Goethals announces the gov- I ernment intends to make fair payments for the work done under, this plan so I that the -investment of private funds in the shipbuilding industry may be secured se-cured and to encourage the training of men for the industry. It is stated that the presont progiammo contemplates that the yards under their present management man-agement shall hire and pay labor and continue in active charge of ship con- j struction as at present, j Plan of Compensation. j General Goethals provides this plan ! of compensation for the .yards: A. For work on ships now under construction con-struction the yard will continue to furnish, fur-nish, at its own expense, the labor and material (so far as not now on hand) necessary to complete the ships and will be ' entitled to hold for its own account all payments heretofore made under tho construction contract and to receive from the government the balance bal-ance of the contract prices on the dates and conditions provided in the contracts con-tracts (with the following modifications) modifica-tions) ! 1. The prices paid will be minus the amount saved by the elimination of non-essential refinements and plus additional ad-ditional expense of changes on specifications speci-fications determined upon by the general gen-eral managers. 2. In the event of any increase in the scale of wages at the yard after the date of the federalization, such increase in-crease will be paid by the government ' if it is found to be justifiable and is approved by the general manager. Will Pay Overtime. I 3. The government will pay the over- j time allowance (over yard basis) on j tho cost of direct labor on any ships (or will adopt some other equitable basis os to overtime expense). j 4. In case the yard adds an extra ! shift, it will receive a suitable allow- I anco to cover the extra cost due to ! lower efficiency of night work under I theso conditions. j B. For construction of new ships the J government will pay: 1. Approved material costs, the gov- ' ernment reserving the right to furnish the material. 2. Labor cost. 3. Additional sum to include other costs and a fair profit. General Goethals further provides that the federalization of the yards will end within six months after peace declared, subject to the completion of ; ; such ships as are under way. j |
