S FAILURE Cond t ons aboard the warsh p mav have been responsible for the mutinv on the Chao Ho m Shanghai harbor but it looks more like an abortive attempt at revolution Yuan hi Kai n spite of the advice of Japan and some of the European powers is bent upon re establishing the monarchy and seems to have enough supporters to enable him to seize the crown and don the purple The influence is of course dne to the tact that he has turned the presidencj into a dictatorship and there is no way to curb his amb t on save by revolu tion.
