President Taft's theory of constitutional sovcni-mcnt, sovcni-mcnt, ald Colonel Roosevelt here tonight, to-night, l thnt It 1b h- "Kovenirnent administered admin-istered by Messrs. Lortmer. GuKErenholm, Barnc. Calllnger and their like. In defiance de-fiance of the will of the people, that It Ik a, government under which the people arc defrauded of their rlfthtB by these men." The former president said Mr. Tall waa mistaken In asserting that the suc- cess of the causo for which he stands now seems assured. The Chicago convention, conven-tion, lie continued, "will not bo controlled by fraud and force." These statements were made by Colonel Roosevelt in his speech tonight at Memorial hall. Before going to the hail Colonel Roosevelt made an address at Olentangy park. During the day he traveled across southeastern Ohio. Colonol Roosevelt began his address by saying that he should rccelvo the support of every Ohio Republican who wished to vote at Iho primaries for a progressive. Excuses His Crime. "I came Into this fight," he said, "only because It had become evident thai unless un-less J did ho there was not tho slightest chance of any progressive winning the Republican nomination. The reactionaries reaction-aries recognize this clearly. As a matter mat-ter of fact, they are not primarily for Mr. Taft at all. Every Republican In Ohio who voles for any man except myself my-self Is strengthening the reactionary cause. "Yesterday Mr. Taft said he believed he could win the nomination becauso he believed that the Chicago convention 'will be organised by the friends of constitutional constitu-tional government. I ask you to remember re-member just who thc60 "friends of constitutional con-stitutional government" are upon -whom Mr. Taft relics. "They are his campaign manager. 1lr. McKInley. Mr. Lorimer from Illinois. Mr. Penrose from Pennsylvania, Messrs. Guggenheim Gug-genheim and Evans from Colorado, Mr. Galllnger from New Hampshire. Mr. Barnes from Now York and Mr. Keating from Indiana. So 1 could ko on Indefinitely. In-definitely. Misrepresents Taft. "When Mr. Taft says the Chicago convention con-vention will bo controlled by the friends of constitutional government he means that it will be controlled by men such as Messrs. Lorimer, Barnes and Penrose, and by the delegates fraudulently seated from states like Washington, where they would be avowedly seated not becauso they represent the people, but because they do not represent tho people. "The Chicago convention will not be controlled by fraud and force in this manner. man-ner. The attempt so to control It will be unsuccessful and If successful It would merely mean tho ruin of tho Republican party. "I hope you will remember from now on just what Mr. Taft means by constitutional con-stitutional government. He has shown It In this mtcranco I have quoted. Mr. Taft's theory of constitutional government govern-ment Is that It is government administered adminis-tered by Messrs, I.oiimor. Guggenheim. Barnes, Galllnger and their like, in defiance de-fiance of the will of tho people and imposed im-posed by Uiem on the people, and It Is government under which tho people are defrauded .of their rights by these men- "He believes that these men to tho exclusion of the people should be given the guardianship of the constitution which the people themselves made to protect pro-tect their own Interests against Just such men and to secure Justice for themselves and for all men," Who Is Putting Up?
