Show I Council Assigns Work of Redrafting Re-drafting to Five of Its Members. MR. KNIGHT DECLINES TO , PAY SALT LAKE "ONE CENT" Says He Does Not Have to Conic to City With Ills Road. Aflor stroniious argument upon different dif-ferent phases of the Jesse Kuight inter-urbnn inter-urbnn franchise, which lasted for more than three hours Tuesday night, the city council, sitting as a committee oL the whole, decided to reier the matter to a special committee of five, one councilman coun-cilman from each ward, for further consideration. This committee- will bo named by President Ferry probably to-dav to-dav and will arrange to meet with Mr. Knight or his representative at the earliest possible dale and dolerminc upon a form of franchise to bp submitted sub-mitted to tho council for final action. The only real difference between Mr. Knight and the council at the present lime is tho matter of compensation to be paid the citj' for tho franchise. Several Sev-eral different amendments wc.ro offered on that point Tuesday night, but the members of tho council could not agree upon any one of them, so the sub-pommiltoe will havo to decide on one nnd refer it to the council for iinal determination. I "Undo Jesse" Aroused. It was suggested that Mr. Knight pay a cash bonus to the city for the franchise, but Mr. Knight said in a very emphatic manner that he would not pay one cent for the franchise IIo said furthermore that he would not give a lyiap for the franchise and did not care whether he built his road to Salt Lako City or not, ns ho started tho proposition proposi-tion simply to benefit Utah county and did not have to come to Salt Lake. Ho insisted that if tho council did not grant him a franchise it would make a serious mistake. Mr. Morcton asked Mr. Knight if he objected to him reading from a speech purported to havo been made by Mr. Knight at "Provo when the light was on in that city for a franchise in favor of a railroad company for building a depot and closing up certain streets for that purpose- Mr. Knight consented to tho reading of tho speech nnd Mir. Morefon read portions of it wherein Mr. Knight was purported to havo said that he was opposed to giving. away a valuable val-uable franchise to a rich corporation -without getting something for it for tho city. Mr. McKinncy and Mr. Lyne both urged that tho franchise provide for tho payment to the city of a percentage of Lho gross earnings of tho entire road. Tax on Cars. Mr. O'Donnell said that inasmuch as Mr. Knight had declared that ho would not give tho city anything for tho franchise, fran-chise, the council should take up the other franchises before it and sec what it could get from the other applicants, ire made a motion to that effect and Mr. Knight seconded it and immediately left tho council chamber, apparently in a rage. t. Tho queslion of compensation for the franchise was further discussed and Mr. JInll offered an amendment that Mr. Knight pay the city annually 20 cents on each passonger, freight and express car mnning into the city. Ho made a strong argument in favor of his amendment, amend-ment, but no action was taken upon Lho matter at all, as it was seen that lho council could not agreo upon it. A number of other amendments were offered, but no definite action was taken upon any of them. Somo of these will no doubt be embodied in tho now draft ot the franchise prepared by the special committee when it concludes its work and reports to tho council. This same committee will also consider the Saltair franchise and the E. 0. Howard franchise |
