Show Police Charged With Corruption San Francisco Grand Jury Submits Partial Report Showing Organized System Grafting and Bribery. SAN FRANCISCO, Jan. 30. The police commlttco of tho grand Jury has submitted submit-ted a partial report of Its Investigations Into the charges made by former Commissioner Commis-sioner Hutton against Sergts. W. F. Bro-phy, Bro-phy, P. E. Frahar and T. P. Bliss and Patrolmen II. Hclse. W. Doran. II T. McGruth, C. E. Munn and B. R. O'Brien. Tho report says. In part: "To make n premature disclosure of tho cvldcnco and Information ln the hands of this committee commit-tee would not tend toward the best results. re-sults. Tho assurance Is hereby extended, however, that the commlttco Is In possession posses-sion of cvldcnco and Information tending to establish the existence of a regularly organized system of gross police corruption corrup-tion ln Chinatown; that the committee has ln Its possession bribe money which has actually passed; that it has in its possession confessions of several police ofllcers; that It has evidence and Information Informa-tion ac to tho exact courso pursued between be-tween the briber and the bribed; that It has evldenco and Information as to tho specific amounts regularly paid and how such money wns apportioned, and that It has other valuable evidence and Information. Informa-tion. "While wo aro In possession of Important Import-ant evldenco and Information, as already indicated, such evldenco and Information does not disclose the full extent to which tho corruption has reached In official circles, cir-cles, and tho commlttco I3 advised that In ordor to render some of the evidence be-foro be-foro It legally available, somo additional corroborative proof Is required, and upon this phaso of tho matter the committee Is at present engaged." The committee's report was accepted by tho grand Jury and presented to Presiding Presid-ing Judge Lawlcr of tho Superior court, with a request that It be referred to tho Board of Police Commissioners, asking It to defer nctlon until the police commlttco commlt-tco has completed Its Investigation. Judge Lawlcr announced that tho roport would bo given due consideration and that ho would take whatever action might be deemed necessary. |
