Show THE IRRIGATION CONGRESS The Tribune haD printed the substance sub-stance of tho call for the tenth annual an-nual session of the National Irrigation congress which IB to meet In Colorado Colo-rado Springs October 6th for a four days eesclpn Also It has printed In full In support of tho general call tho supplementary call Issued by McBsrs Shurllff and KIoscl the Utah members of tho committee which enforces upon tho people here the necessity of a full representation rep-resentation In that congress from this State In order that there may be no uncertainty about the matter we present pre-sent herewith tho basin of representation representa-tion The Governor may appoint twenty delegates The Mayor of each city of less than 23000 people may appoint two delegates tho Mayor of each city of more than 25000 population may appoint four delegates dele-gates Each Board of County Commissioners may appoint two delegates Each chamber of commerce commercial commer-cial club or real estate exchange may appoint two delegates Each organized irrigation agricultural I agricul-tural and live stock association may appoint ap-point two delegates Each society of engineers may appoint ap-point two delegates Each Irrigation company and agricultural agricul-tural college may appoint two delegates dele-gates The Governor tho United States Senators Sen-ators the Representative In Congress members of any State commission which we presume would Include tho State Engineer and all members In good standing of the National Irrigation Irriga-tion association arc cxofflclo members mem-bers or the congress This session will be the first to beheld be-held under the new Irrigation law Its Importance therefore Is manifest There will bo efforts to commit the congress to the endorsement or various schemer for the reclamation of lands In different portions of the arid region Mr Mitchell president of the National Irrigation association Is sure to bo on hand with his pet scheme for the Milk river work In Montana Others will also be on hand with other schemes I behooves Utah therefore to bo fully represented so that no scheme shall prevail to her disadvantage disad-vantage or the postponement of Just consideration oC her claims an the pioneer of all In the reclamation of land by Irrigation In all tho mountain region re-gion and to present her opportunities opportuni-ties which are excelled by none In tho prospective reclamation under the new Jaw of extensIve area and the better development of partly opened regions The officials who have the appointing power should not fall to exercise It and they should appoint as delegates persons who ore will Informed on tho question of Irrigation especially In Its practical application and they should bo urgent In Insisting that those who are appointed do In fact attend |
