session in the House was brilliant but not exciting There were tho usual throngs In the galleries and the usual display of floral pieces on the floor but the proceedings were purely formal consisting of the rapping to order by tho Speaker prayer by the chaplain the rollcall of members the appointment appoint-ment of the formal committees to wait on the President and the reception and the reading of tho Presidents message Despite the fact that 0 great Presidential i I Presi-dential campaign had concluded within a month the best of feeling seemed to prevail between victors and vanquished van-quished The reading of the message which naturally was the feature of the day occupied over two hours I was listened lis-tened to with respectful Interest by both sides The deaths of tho late Representative Daly of New Jersey and Holfecker of Delaware and Senators Davis of Minnesota and Gear of Iowa were announced and as a further mark of respect to their memories the House adjourned until tomorrow COVERED WITH FLOWERS When Speaker Henderson called the House to order at noon the desks of half the members were freighted with flowers from admiring friends 01 constituents con-stituents and Representative Devrles of California DOLLIVEIVS RESIGNATION I Mr Bailey of Texas questioned the form of the resignation of Representative Represen-tative Dolllveiv He said he doubted the right of a member to resign at n future fixed date He said he would not raise the point formally but merely called attention to It so that In future It could not be used as a precedent Mr DollIverH resignation he said had been tendered to take effect December el 1st so that Mr Connor had been elected to fill the vacancy which did not exist at the time of the election He cited 0 court decision to show that l resignation to take effect at a future date was not 0 resignation In fact but simply a modification of a resignation to be made In the future Mr Bailey al he did not desire to press the matter mat-ter
